What home improvements can I finance?
A Smart-E Loan can be used for over 90 home energy and resiliency-related improvements, including insulation, windows, heat pumps, solar panels, floodproofing, plumbing and more. You can also use up to 25% of your loan for non-energy related measures and healthy home improvements, such as new ENERGY STAR® appliances, lead removal, or roof repairs in advance of going solar. (The current maximum loan amount for Smart-E is $50,000.)

Who is eligible for a Smart-E Loan?
To be eligible for a Smart-E Loan, your home must be:
- Located in Connecticut
- Owner-occupied
- A residential building with 1–4 units (condominiums must be individually metered)
Qualification is based on factors including, but not limited to, credit score and debt-to-income ratio (DTI). All final underwriting decisions are made by the lender. Some improvements may require you to complete a Home Energy Assessment before you are eligible for a Smart-E Loan.
How to get started
Tip: Consider getting a Home Energy Solutions (HES) assessment. Professionals will point out areas that could improve your home’s performance and provide information on any available rebates.
Step 1: Select a contractor. Reach out to multiple contractors to compare quotes for your energy upgrade and decide which contractor suits your needs. Already working with a contractor but they aren’t on our participating contractor list? They can contact us here to sign up!
Step 2: Apply for a Smart-E Loan. Contact a local Smart-E Lender directly with the amount you need to finance and apply for Smart-E Loan pre-approval.
Step 3: Notify your Smart-E Contractor. Once your Smart-E Loan is pre-approved, let your contractor know they can submit your project information to our Smart-E team to ensure your project meets the program’s energy efficiency standards (all Eligible Measures and requirements).
Step 4: Close your Smart-E Loan. Once the Green Bank provides technical approval and notifies your chosen lender, the lender will send your loan documents to be signed. Once your loan is closed, your contractor is paid an initial one-third of your loan funds by your chosen lender, and your contractor can install your energy improvement.
Step 5: Project Completion. Once the project is complete, your contractor will have you sign the Certificate of Completion (COC), which indicates you are satisfied with the project as-is and agree that the contractor should be paid final loan funds. We review and approve the completion documents, and your contractor receives final payment from the lender.
